Lincoln County Ambulance District
History Of Our District

Lincoln County Ambulance District, which is considered a Third Service-EMS (Emergency Medical Service) Provider, and not affiliated with a fire/police department or a hospital. LCAD is tax supported by Sales and Real Property Tax (as of November 2003). Lincoln County Ambulance District was formed on February 20, 1974. However, local funeral homes ran EMS until June 28, 1974. At that time, the district awarded a contract to Carl Hasty to provide EMS Services until October 1, 1975. Then the district hired a full time Administrator, a secretary, nine full-time employees, and three part-time employees. Prior to LCAD Headquarters being stationed at South Third and Travis, EMS in Lincoln County moved several times, the first base was the dealership at Hwy 47 at Hwy 61 (across from the old Chum’s Restaurant). EMS then moved to Cherry and Lincoln St. in two different buildings, but at the same location again moving above a bar and grill. Thus LCAD moved to a more permanent location next to Lincoln County Medical Center, and now district headquarters is located at 1392 South Third, with administration/training and crew quarters. In the beginning, Lincoln County Ambulance District ran BLS, or Basic Life Support ambulances, also known as “scoop and run”--not giving a lot of care to the patient, just mere transport; however, in the early 1980's LCAD evolved into ALS or Advanced Life Support, which provides a higher level and more utmost care to our residents.

As years went by more residents migrated to Lincoln County, thus increasing our call volume. In February of 1985, Elsberry Base (Base 3) was added with a full time EMS crew after the passing of the property tax form $0.15 to $0.30 per assessed $100.00, with a ceiling of $0.28 per the Hancock amendment. In December of 1999, expansion was needed for the district’s headquarters, the new Troy Base (Base 1) was erected, housing administration, EMS crews/living quarters and a training center. In November of 2000, Winfield Base (Base 4) was added to decrease the response time to the south-east corner of the county. The Lead Paramedic position was also created at this time, this person to help decrease response times, assist the medic unit on life threatening calls, and organize and assume EMS command/division responsibilities on multi-patient/agency calls . The tax payers and voters of Lincoln County approved a one-half cent sales tax in November of 2003, which will rollback real and personal property tax for Ambulance, which tax payers will see a decrease every year; currently,we are excited to report the ambulance tax has rolled back $0.19, and currently is $0.0978 per assessed $100.00.

In November of 2004, Auburn Base (Base 5) was in full operation with Medic 5. Covering the Northwest corner of the county. This ambulance was made possible through the passing of our one-half cent sales tax.
 In June of 2005, the district promoted 3 paramedics to EMS Supervisors, who oversee daily EMS operations, this position replaced the Lead Paramedic position; now LCAD having supervisory on staff 24 hrs a day, 7 days a week. There are 3 Lead Paramedics that staff the ambulance and are placed as supervisor when the shift supervisor is off-duty. Base 3 (Elsberry Base) moved to the corner of Tomahawk and Hwy B, in March of 2007, this base replaced a base that had been in operation since 1985 and survived the Great Flood of '93, paramedics and EMTs had to assemble sandbags and place them around the old base to secure it from the rising waters.  

Currently the district employs 30 Full-time platoon Paramedics and EMTs, 21 part-time Paramedics and EMTs, 3 Full-time EMS Supervisors, a Chief of Operations, a Chief Medical Officer, a Office and Benefits Administrator, and an Administrative Secretary.


Lincoln County Ambulance District covers approximatley 630 square miles housing approximately 53,000 residents, with five medic units (ambulances) and 1 EMS Supervisor, and runs an average 6,000 calls per year. Our county is bordered by St. Charles, Warren, Montgomery, and Pike Counties, also bordering the Mississppi River.

Lincoln County has been declared the fastest growing county in Missouri and the 64th in the Nation.
